JICA Signing


I was sitting at the vacant chair

After nearly 3 months of delay, the Record of Discussion for the JICA-BIR Technical Cooperation on Human Resource Development was finally signed last May 28 at the Office of the Commissioner, BIR - National Office Bldg. Project duration is from 4Q of 2008 to 4thQ of 2010 and will cover development of training materials and nationwide training on Advance Audit Techniques and Public Relations Courses for Revenue Officers assigned at the bureau's Large Taxpayers Service (source of 69% of the country's total revenue collection) and Taxpayer Service.

There were no programme invitations, speeches or catered lunch - unlike the usual signing ceremonies. I even forgot to bring my digital camera. Good thing I was able to borrow one from a co-worker.

    big time ka na ha! :))) jica! wooohooo! shempre, it wouldn't be acceptable without you in the picture...m sure their impressions of your japan sojourn made this signing possible! ;) btw, just left oxfam after 9 years of slaving it out. applied for redundancy kasi super burned out na ako. pero katakot din pala mawalan ng trabaho lalo na ngayon tough ang competition in int'l development NGOs. anyway, after i rest, i hope to be back fully energised. will try out business prospects too...bahala na :)

  2. hi, pat! the jica project proposal took more than 2 years bago ma-finalize. alam ko, mag-nihongo class pa lang ako noon - naginvite na ang JICA sa BIR and BOC to attend a seminar on proposal writing para sa mga pwede nilang i-fund na project. February 2008 pa dapat ang signing pero dahil si CIR Hefti na ang signatory (maraming politics involved: napalitan ang RMG-Deputy Commissioner kasi may endorsed si DOF secretary eh), yon daming na-questions na provisions sa R/D or MOA. Good na rin kasi from almost 300,000 pesos na counterpart funding dapat ng BIR for total of 6 training conducts in Manila and Cebu, napababa ng P18,000 lang (3 years na yon ha!). Galing no? Yan - isa yang project na yan sa pinagkakaabalahan ko ngayon! Hay, pero siyempre puro sulat at edit pa rin ng training materials - 1 week na ako sa anti-corruption seminar - yun pang USAID naman, roll out date noon eh last week of june at nationwide. goodluck sa anti-corruption natin, diba pat? teka.... bakit kaya walang CIDA dati contact center sila eh?

  3. finally, meron na ring comments from you rory! miss ko na ang paper adviser ko on development - nasabi ko na sa iyo na i got an "A" grade on both papers na sinulat ko at ginamit kitang consultant, diba? thank you ulit don!
    yung pinoy staff lang nila ang nakaka-alam na i studied in japan for 2 years (alothough wala sa siya sa pics kasi di na sumama sa signing). tsaka yung long-term expert nila na naka-work ko sa outline of japanese tax system na training course. di ko sinasabi unless asked. di rin ako nag-nihongo kasi baka hindi ko matuloy-tuloy. kasi sobrang basic lang ang alam ko. but during the signing - they asked me and i told them the truth.
    well, feeling ko malaking bagay din that i was exposed sa japanese culture and ways of doing things. kasi, feeling ko the chief of staff ng CIR really listened to my explanations and updates sa project. plus factor din na i interviewed her for my thesis (deputy pa lang si CIR hefti noon) - so kung baga she knows where i'm coming from. tsaka siyempre credit pa rin sa ISSA background ko parang madali lang talaga ang proposal writing, diba rory?
    take your time, enjoy being a nanay to mio. tsaka maganda na rin that you take a break from development work - eh almost 20 years ka na don, right? di ba matagal mo ng plan yung consultancy work? i think you'll be good as a consultant or having your own consultancy firm? sige na nga development NGO na rin, ;D tsaka i'm sure with your exposure and work experience you can easily land a new job in any international development NGOs.
    may multiply site din si carmel and her baby. nag-lu-lurk ako doon last year when she posted pictures of her baby after giving birth. gracie and i met met for dinner early May - kakatapos lang ng trip nila to Batanes ni Wilma. Jan used to be my consultant sa papers ko for international law noong nasa Japan pa ako. YM buddy ko pa rin naman siya. I guess kayo na lang ang may connection pa ako sa ISSA. I'll send you an SMS tomorrow para sa mobile number ko. naiwan ko sa office eh. di ko rin kasi saulo ever ang mobile number ko. hay! at least don consistent ako....

Ako rin napa-double check kung mali ang spelling ko, ;D sus, kung may ayaan ng karaoke dito sa office, like sa red box daw kami - sabi ko, tigilan nila ako kasi kung sa japan nga na state of the art and karaoke system (sabi yan ni melissa sa akin ha) panay "sagot" lang ako ni melissa - sa pinas pa ako kakanta!

    kaya nga - siguro kung invite tayo ni aoki-san sa farewell party ng jds batch 2008, attend tayo diba? sabihin ko kay melissa, i'm sure sasama din yon!

  6. well, until now eh issue pa rin sa min ni raul kung bait yung iba ma iinvite sa farewell party at kami hindi. .. pero di bale na almost grandstanding naman si raul nung orientation day eh, ang daming hakot!
